Sustainable forestry─ FSC certification mechanism and biodiversity
FSC (Forest Stewardship Council) is originally set up by 130 members of 26 countries in 1993 to propose a set of environmental authentication standard for forest management. It attempts to promote the responsibility of worldwide forest harmonious. These members set the responsible standards of forest management system as advisors. Then, they authorize the organizations verified by the third party to issue the certification for the forest managers and products. Therefore, these operators can be approved and supported by the international organization and consumers from all over the world. Its present members are some environmental groups such as WWF, Green Peace, Friend of the Earth, and some large-scale companies like IKEA, Home Depot, B&Q…etc. Programme for the Endorsement of Forest Certification schemes (PEFC) and Sustainable Forestry Initiative, Inc. (SFI) are identical verifications to FSC. It is generally acknowledged PEFC is the forestry Company’s respond to the management system of FSC. Because it is mainly formed by forestry companies, the verifying procedure is not disclosed, not supporting the verifying procedure of forest managers, not verified by the independent third party, and no equilibrium condominium mechanism. SFI is the American organization formally established in January, 2007. It is the biggest verifying system of North America and operated by the independent third party.
Forest Certification Program
PEFC council ( The approved plan of forest certification) is a independent ,nonprofit, and nonpolitical organization. It is a sustainable forest management formed by the third party’s verification in 1999. PEFC promotes sustainable timber and provides paper product buyers a security mechanism. The national forest certification system is formed and developed in the process of people who are broadly correlated with benefits, and PEFC is the protective organization which is assessed and mutual approved by these systems. These national systems are established on the basis of inter-governmental activity process to promote sustainable forest management. They are supported by 149 governments, and included 85% of the world forests. Among the members of PEFC, there are 35 independent national forest certification systems. Up until now ,23 of them have already passed the strict assessment which is executed by public consulting and independent assessors. These 23 systems have included more than 200 million hectares certificated forest, providing millions of certificated timber and making PEFC become the biggest verifying system in the world. Systems of other members are at different developing stages, and striving towards the mutual approval of PEFC.
European Eco Management and Audit Scheme Certification
EMAS, Eco-management and Audit Scheme, has similar requirements as 14001:1996. It asks the manufacturers to not only carry out environmental management system, but also provide and publish an verified “environmental declaration” which is verified by a verifier once a year. EMAS claims that “The environmental declaration " should be not only verified by the third party, but also regarded as one of the strictest regulations of environmental protection. This regulation has confirmed a series of measurable environmental goals which are not included in legislation. It should be verified every three years by a third party, and an annual examination once a year.
